It is Randy Hild's concept and he partnered with John Moore from Paper on Pencil!

I was looking into it a bit and discovered that M. Nii was a tailor in Hawaii who made what are considered the first modern "boardshorts" back in the 50's. Greg Noll has a version of the M. Nii story at his website.
M. Nii's site now has a version of the story on their's as well.
