In a thread from ATLA, starting October 2008, IKEA will be getting rid of ANY bags whatsoever, only offering the reusable blue bags (to buy). Even today, if you want one of those temp plastic bags, you get charged for them. I know the day they instituted that practice, I was like, um, I think I will just take my stuff to my car without the bag. It worked!
IKEA is the best, I am there almost every week, even the employees know me by sight, kinda sad, I know! Nevertheless, this is a great move by IKEA. You can see how one action can completely shift a culture or way of thinking. I can see in the not too distant future ALL plastic and paper bags that we get at stores will be eliminated.

Yes, all that shopkeepers need to do is start charging separately for the bags. Most people will just prefer to carry the goods if not inconvenient, or start carrying their own cloth bags from home. This could be the best solution to the ever growing problem. Only thing is, all shops need to do it together, else the one offering the bags free will have an edge over the one charging for it in the eyes of the consumer. Other big companies should take inspiration and follow suit.
